Historical National Emergencies, H1N1 Pandemic, Foreign Policy
A review of historical national emergency declarations reveals that many remain in effect for decades, often targeting foreign entities in countries like North Korea, Syria, and Lebanon. President Barack Obama declared a national emergency in 2009 regarding the H1N1 influenza pandemic, as well as various orders blocking property of transnational criminal organizations. Most previous emergencies have focused on international sanctions rather than domestic border infrastructure.
