A phenomenon referred to as "concrete cancer" is affecting high-end swimming pools built in Austin during the COVID-19 pandemic. Many wealthy residents allegedly used PPP loans to fund pool installations, only for the structures to leak and split due to defective concrete supplied to contractors.
