Robert Strong, a psychologist for the LA County Public Health Department, admitted to delivering a gift-wrapped package of horse manure to the home of Treasury Secretary Steven Mnuchin. Strong claimed the act was a protest against the federal tax overhaul. The incident caused a security lockdown in the Bel Air neighborhood and involved the LAPD bomb squad.
