EU Commission President Ursula von der Leyen introduced the concept of "pre-bunking" as a way to build "societal immunity" against information manipulation. She compared the technique to a vaccine, suggesting that the government should inoculate the public against certain ideas before they take hold. A review conducted at University College Cork in Ireland concluded that there are no viable ways to counter conspiracy theories effectively. The study found that "pre-bunking"—the practice of warning people about misinformation before they encounter it—has proven impractical and largely ineffective. Researchers suggest that once these beliefs are established, they are extremely difficult to dislodge through traditional means.

The Council on Foreign Relations hosted a webinar for local journalists featuring Brett Schaefer, a fellow for the Alliance for Securing Democracy. Schaefer instructed reporters on the concept of "pre-bunking," which involves flooding the information space with approved narratives before "disinformation" can take hold. The strategy suggests that debunking existing beliefs is ineffective and that journalists should instead anticipate and neutralize potential narratives in advance.
