Christo Grozev of Bellingcat claims to have obtained an FSB communique instructing regional directors to dismiss rumors of Vladimir Putin's failing health as sabotage. According to Grozev, this internal memo had the unintended effect of convincing FSB officers that the rumors were actually true.
