Chicago Police Torture Reparations, Laquan McDonald Settlement
The Chicago City Council agreed to a $5 million settlement for the family of Laquan McDonald, a 17-year-old shot 16 times by police while reportedly walking away. Mayor Rahm Emanuel is also backing a $5.5 million reparations fund for victims of police torture under former Commander John Burge, including free college tuition and a formal apology.
