Foreign affairs expert David L. Phillips alleges that Turkey's military operation in Jarabulus was a "pre-cooked" deal with the Islamic State (ISIS). According to Phillips, ISIS fighters simply changed into Free Syrian Army uniforms to avoid conflict with Turkey, while the real target of the Turkish offensive was the Syrian Kurds (YPG). This maneuver was designed to prevent the Kurds from establishing a contiguous state called Rojava along the border.
